Chuck supports the translation of breakthrough research into practical healthcare solutions. He collaborates with faculty and student innovators to develop commercialization strategies, identify funding opportunities, and establish partnerships that move technologies from the lab toward the marketplace.

He brings extensive experience spanning academia, government, and industry, with a focus on translational research and early-stage technology development. His work centers on connecting researchers with the resources, expertise, and partners needed to accelerate innovation and increase the real-world impact of biomedical discoveries.

He holds a PhD in Biophysics from Johns Hopkins University and is committed to strengthening the intersection of research, entrepreneurship, and industry to drive meaningful clinical and commercial outcomes.

During the same time, she also served as Chief Technology Officer at Vantage Production, LLC, where she directed technology strategy and product development.

Earlier in her career, Shalisa built a strong foundation in product assurance, quality management, and technical innovation through engineering and QA leadership roles at Deloitte & Touche Tax Technologies and Hughes Space and Communications. In his role at TEDCO, Graham Dodge works closely with the Chief Finance and Operations Officer to oversee the Venture Development department and support entrepreneurial growth across Maryland through the deployment of several resources and programs.

Prior to his work with TEDCO, Graham worked at the Mid-Atlantic Gigabit Innovation Collaboratory (MAGIC) in Westminster, Maryland where he established 1 Million Cups Westminster, the Autonomous Robotics Innovation Center (ARIC), the Westminster Angel Network, and StartUp Lab.
